THE SYSTEM IN SHORT

Being brought into the league as a positive step forward in support of the FA & County Respect Programmes, the system has had, and continues to have, great effect in the stamping out of bad team behaviour and low respect shown to referees. League Referees are asked to award marks in certain categories (including: Dissent, Respect to the Referee, Red & Yellow cards issued, language etc: for each team that they officiate for. These marks are then transposed into a data table and form the basis of awards given to teams and also give information that is passed back to the teams to improve their own reputations. After the first season of running this system, 2008-2009, certain changes have been made to enable the Council to get an even more accurate insight into each teams achievements and the rewards for teams finishing high in the final table have increased. There is little doubt, now, that the system works. The Council are able to pinpoint any potential problems and rectify the situation in each case. The respect level shown to referees has shown a marked increase and the behavior of teams, in general, has shown a marked increase. In short, our system has achieved many of the aims originally set out in the RESPECT campaigns.

All the teams pay a figure of £2.00, for each match that a report is sent in, to the league to cover all the costs of administering the system. (See League Directive 23a)

In recognition of the importance, and success of the system, together with the success of this actual competition, teams occupying the first 16 places in the fair play table, at the time of the drawing, win their place in this very special competition

CATEGORIES MARKED BY REFEREES :-

RESPECT .. Here the referee will mark the Clubs on how he was treated before, during and after the match taking into account the following:

Was he greeted appropriately on arrival? Were match forms, substitutes, match ball, medicine kit presented to him correctly or did he have to go looking for them. Was there any disrespect before, during or after the game from on or off the field of play?  Did the managers/players shake hands with him after the game?  or was he just ignored. Did he get the Match form presented to him in a reasonable time after the game. Was he paid his official fee in a reasonable amount of time.  (Category max marks : 30)

 FOUL PLAY .. Here referees take into account not only the seriousness of the foul play, where each should be marked, but also the amount of fouls being conceded. Teams will be marked down on both accounts and down severely for bad fouls. NB: Any Cautions or Dismissals as a result of Foul Play will also be taken into account in the Red and Yellow Cards categories and there can be a double-whammy effect for transgressions. (Category max marks : 20)

 DISSENT .. Referees will mark down any type of dissent shown by the team severely.This is both verbal and showing dissent. Again we need to get this cut out, teams have no excuses. NB: Any Cautions or Dismissals as a result of Dissent will also be taken into account in the Red & Yellow Card categories so there can be, again, a double-whammy effect for transgressions. (Category max marks : 30)

 FOUL and/or ABUSIVE LANGUAGE .. Bad language will be marked down severely and take into account severity and frequency. Reduction of the marks will be drastic accordingly as teams have been warned about this offence. Note: Any Cautions or Dismissals as a result of Foul and/or Abusive Language will also be taken into account in those separate categories so there  an be a double-whammy effect for any  transgressions. (Category max marks : 20)

 SPORTSMANSHIP .. This takes into account the way in which a team  has played. Was the game played in a sporting manner? Was the team unduly aggressive? Was a team constantly in the faces of the opposition?  (Category max marks : 20)

 YELLOW CARDS ..  Referees are asked to enter the number of yellow cards issued within a  particular game. This figure is used within the system and marks are deducted from a base figure by the administrator. Note: A player cautioned twice and subsequently sent off will be shown as 2 cautions and marks are deducted for each caution.

 RED CARDS ..  Referees are asked to enter the number of red cards issued within a particular game. This figure is used within the system and marks are deducted from a base figure by the administrator.

The draw, for this competition, always takes place just prior to Christmas each year.
