
20. Alterations shall be made to these Rules only at the Annual General Meeting or at a Special General Meeting convened for the purpose called in accordance with Rule 19. Any alterations made during the playing season to the Rules relating to the qualification of players shall not take effect until the following season.
Notice of proposed alterations to be considered at the Annual General Meeting shall be submitted to the General Secretary by 30th. April in each year. These proposals, together with any proposals given by the Management Council shall be circulated to Clubs by 14th. May and any amendments thereto shall be submitted to the General Secretary by 31st. May. The proposals, and proposed amendments thereto, shall be circulated to Clubs with the notice of the "Annual General Meeting". A proposal to change a rule shall be carried if two-thirds or more of those present and entitled to vote are in favour.
A copy of proposed alterations to any Rules to be considered at the Annual General Meeting or Special General Meeting shall be submitted to the Birmingham County Football Association 14 days prior to the date of the meeting.
Any alterations or additions decided upon at any meeting shall not become operative until approval of the Association issuing sanction has been obtained.
