This Handbook is a copy of the "Standard Code of Rules" as issued, to this competition, by the BCFA.  For all current
committee rulings, please consult the "League Directives Manual" that is issued to teams and is also available on site.

CONTROL OF MEETINGS

This item is additional to the "Standard Code of Rules" as issued, to the league, by the BCFA. It is included by the Solihull and District Oakbourne League within the copy of the handbook that is then returned to BCFA, as is requested by them of all their affiliate members, to reside within their files.

24(a) Dates for MONTHLY FIXTURES MEETINGS will be advised to all the participating clubs. Any changes to dates will be sent to clubs from the League General Secretary.

24(b) Club secretaries, or their official representatives, must sign the club register. The register closes as soon as the meeting is opened. It will only be kept open by way of special permission from the Council.

24(c) The League runs an open FIXTURES COLLECTION type of meeting, but it is necessary to hold sit-down meetings such as Annual General Meetings. In these instances, two representatives from each club may attend, but only one may speak or vote on behalf of his / her club.

24(d) When necessary the League General Secretary shall prevail and only matters there on shall be dealt with, except at the discretion of the League Chairman.

24(e) Club secretaries should stand when speaking and must address their remarks to the League Chairman and not to any other member of the council, except with the consent of the League Chairman. When the Chairman is standing all members should remain quiet, and be seated, before addressing their remarks to the Chairman. Each representative must state their NAME and the CLUB they represent. Representatives will not be allowed to deviate from their subject.

24(f) All members of the League Council may vote on any subject, and as it becomes necessary, the Chairman shall be entitled to use his casting vote

24(g) An item of "Any other business by consent" that shall appear on the agenda of the meeting, which will be only by the wish of the League Chairman and, will be allowed solely by question and answer.

No matter likely to be of a "somewhat controversial nature" shall be allowed under this heading.

If possible, club secretaries must give three days notice of any question, they wish to ask, so that the Chairman, or Council Member concerned, can prepare an official response.

24(h) All meetings shall terminate as directed by the League Chairman.

24(i) Attendance to all meetings is deemed to be mandatory. Any team failing to have a representative at a meeting will be liable to a fine set by the Management Committee. Persistent offenders will be further fined and dealt with by the Management Committee as it deems necessary.
